This can happen if a browser is configured with extra-high security, such as Safari's "Prevent cross-site tracking" setting, or if an ad-blocker is blocking google's recaptcha service. Some people also had this problem when browsing through a proxy.

One solution that has worked for people in the past is to visit https://www.google.com/recaptcha/api2/demo and play with the form. After that, for a while, the recaptcha on our site may work for them. Or try changing the browser settings.
