Should we stop testing if our students, with no accommodations, don't finish Basic Reading testing after 30 minutes?

If students are not able to get to any of the Basic Reading questions after 30 minutes, the measure is likely too difficult for them.

Our recommendation would be to either:

(a) drop to a lower grade (even 2-3 grades lower

(b) drop to a Grade 2 Proficient Reading measure or

(c) use PRF instead of one of the comprehension measures to monitor their progress (because if they are not fluent enough to read the first short Basic Reading passage and at least respond to the first five questions in 30 minutes, then fluency is likely getting in the way of their comprehension anyway, and the PRF would be a more appropriate measure.
